The Global Development Network (GDN) has launched a call for national research teams to assess the inclusivity of Digital Public Infrastructure (DPI) systems in low- and middle-income countries. The initiative focuses on key components such as digital identification systems, digital payments, and related platforms. The objective is to generate robust evidence on who benefits from these systems, who remains excluded, and the underlying causes, in order to inform more inclusive digital policies.

Why is this relevant for Lebanese universities?
This call offers Lebanese universities the opportunity to position themselves at the forefront of research on digital transformation and public policy. It enables engagement in applied, policy-oriented research with direct societal impact. Participation can strengthen institutional expertise in digital governance and inclusion, while fostering collaboration with international partners. It also provides access to funding and visibility in global research and policy networks.

Scope of the call

  • Application of a global methodological framework to assess DPI inclusivity
  • Implementation of quantitative surveys and qualitative participatory research
  • Analysis of exclusion drivers within digital systems
  • Development of actionable policy recommendations
  • Engagement with policymakers to support national and global dialogue


    Eligibility

  • Multidisciplinary national research teams based in Low- to Upper-Middle Income Countries
  • Eligible institutions include universities, research institutes, and think tanks
  • Demonstrated expertise in digital governance, socioeconomic research, survey design and implementation and/or policy engagement.
  • Consortia are allowed
  • The DPI system studied must have been operational for at least one year

  • Funding: Up to USD 50,000 per selected project

  • Duration: 6–8 months
